The Helmut-Schmidt-Programme Masters Scholarships for Public Policy and Good Governance offers outstanding graduates from developing countries the opportunity to pursue a Master's degree in disciplines that are crucial for the social, political, and economic development of their home countries. The scholarships are available for selected Master's courses at German institutions of higher education.

• University of Duisburg-Essen: Development and Governance
• Willy Brandt School of Public Policy at the University of Erfurt: Public Policy
• Universität Magdeburg: Peace and Conflict Studies
• Hochschule Osnabrück: Management in Non-Profit Organizations
• Universität Passau: Development Studies
• University of Passau: Governance and Public Policy

The courses have an international orientation and are taught in German and/or English.

The scholarship scheme is open to candidates from the following regions: Africa and Sub-Saharan Africa; Latin America; Asia and the Pacific; Western, Central, South-Eastern Europe; Eastern Europe, Central Asia & South Caucasus; and the Middle East and North Africa. Scholarship value/inclusions:

The scholarship covers tuition fees and provides a monthly stipend of currently 934 € to the scholarship holders. It also includes contributions to health insurance in Germany, a travel allowance, a study and research subsidy, and rent subsidies and/or allowances for spouses and/or children, if applicable. Prior to their study programs, all scholarship holders are required to participate in a mandatory 6-month German language course.

Eligibility:

To be eligible for the scholarship, applicants must meet the following criteria:

• Graduates from developing countries with a well-qualified first university degree in fields such as social and political sciences, law, economics, public policy, and administration

• Willingness to actively contribute to the social, political, and economic development of their home countries/regions

• Practical experience relevant to the program, such as professional experience, internships, or political/social commitment

• The language requirements and necessary language certificates vary depending on the chosen Master's course. Each course has its own selection criteria, including academic degrees, grades, language skills, and work experience.

Applicants should submit their applications for the selected Master's courses and the scholarship directly to the respective universities. It is important to indicate that you are applying for the Helmut-Schmidt Programme (Master's scholarships for Public Policy and Good Governance). The application period at all eight universities is from June 1 to July 31, 2023.
